Joe McMonigle is the 5th Secretary-General of the International Energy Forum, the largest international organization of energy ministers in the world. He is the first U.S. citizen elected to the post. He is also a founding shareholder in Aguadulce Energy Terminal, the developer of an energy infrastructure hub on the Pacific Coast of Colombia. McMonigle has over 20 years of experience working on energy issues in the public and private sectors. While at Hedgeye Risk Management, he provided research and analysis regarding the impact of policy and geopolitics on energy markets, industries and companies.

Professional Experience


Academic History

  • McMonigle was Chief of Staff at the U.S. Department of Energy during the first term of the Bush Administration, where he helped manage a cabinet department with a $23 billion budget and over 100,000 federal and contractor employees at the time.
  • He led DOE’s bilateral activities and engagement with China and headed the U.S. Delegation at the 2004 U.S.-China Oil and Gas Summit in Shanghai.
  • Before joining the Bush Administration, McMonigle was the administrative assistant and general counsel to Senator Spencer Abraham.
  • He served as the US Co-Chair of the U.S.-China Energy Cooperation Working Group.
  • He was elected by his peers to serve two terms as President of the U.S. Senate Press Secretaries Association.
  • He is an attorney and member of the Energy Bar Association.
  • He is licensed in the District of Columbia and Pennsylvania state bars. 
  • He is also an FAA-licensed pilot with instrument rating.
