Noah Perlman is the Global Chief Compliance Officer of Binance, the crypto exchange giant. He oversees Binance’s global compliance program, reinforcing the company’s commitment to user protection and best practices for regulatory compliance. Prior to Binance, he was Chief Compliance Officer of Gemini, the next-gen crypto platform, where he oversaw the company's compliance, people, product, marketing, communications, sales, and support. Before joining the crypto community, Perlman had built a compliance-related career spanning decades in leadership positions across big law, United States’ Drug Enforcement Administration, and banking giant Morgan Stanley. He joined Gemini after 13 years at Morgan Stanley, where he worked as Global Head of Financial Crimes and Global Head of Special Investigations.
At Morgan Stanley, he led a 350+ team and was responsible for the governance, oversight, and executing the bank's anti-money laundering sanctions, and anti-corruption programs.
He was also responsible for the firm's anti-boycott and government and political activities programs.
He was also Chairman of the firm’s Political Action Committee and a member of numerous firm level risk and control committees.
LAW CAREER
Perlman was also the Division Counsel for the U.S. Drug Enforcement Administration’s New York Division.
Prior to his stint with DEA, he was an Assistant United States Attorney for the Eastern District of New York where he held several supervisory posts including Special Coordinator for Crimes against Children and Deputy Chief of the Narcotics Section.
He also clerked for the Honorable I. Leo Glasser of the U.S. District Court for the Eastern District of New York
