Dr. Tomas Philipson is the Daniel Levin Chair of Public Policy at The University of Chicago and directs The Becker Friedman Institute's health care research program. He is an angel investor in the healthcare sector and sits on several boards of directors in the sector. He is also Visiting Scholar at the American Enterprise Institute and a Senior Fellow at the Milken Institute. During the first Trump administration, Dr. Philipson served as Chairman and Vice Chair of The White House Council of Economic Advisers, leading a group of economists who advised the President on a wide range of economic policies. He was also Co-Founder of Precision Health Economics, a healthcare consulting firm that was headquartered in Los Angeles with locations throughout the US, Canada, and Europe before it was sold in 2015. Dr. Philipson is an expert in healthcare and health-related issues that affect the economy, and a recognized and valued liaison for major pharmaceutical, healthcare and regulatory entities. He is the recipient of numerous international and national research awards, and a frequent keynote speaker at many domestic and international health care events and conferences.

  • Dr. Philipson has done executive consulting for both private corporations, including many US Fortune 100 companies, as well as government organizations domestically and internationally.

  • He served in the George W. Bush administration as a Senior Economic Adviser to the Food and Drug Administration and the Centers for Medicare and Medicaid Services.

  • He also served as a healthcare advisor to Senator McCain’s 2008 presidential campaign.

  • He was a scientific advisor to the House of Representatives initiative 21st Century Cures in 2015 and The Biden Cancer Initiative in 2017.

  • He served as a scientific advisor to Congress on the 21st Century Cures legislation and on the steering committee of then Vice President Biden’s Cancer Moonshot Initiative.
