Lowell Randell is Senior Vice President of Government and Legal Affairs at the Global Cold Chain Alliance, a trade association that represents all major industries engaged in temperature-controlled logistics. In his role, Lowell is responsible for advancing the industry's interests with the U.S. Congress and Administration, helping association members deal with regulatory compliance. He also actively works with GCCA development projects and advises on cold chain policies, standards and industry best practices. In addition, he is the President of The Randel Group, a full service government relations firm. Lowell has over 25 years of experience working on food and agriculture issues in Washington, ranging from private sector representation to government service. Prior to joining GCCA, he served as the Deputy Assistant Secretary for Congressional Relations in the U.S. Department of Agriculture. He also had experience working in state government, having held the position of Coordinator of Trade and Federal Issues for the Texas Department of Agriculture (TDA).

  • He develops strong relationships with key congressional and agency contacts impacting the industry.

  • He also spearheaded the effort to establish a formal alliance between GCCA and the Occupational Safety and Health Administration.


EARLY CAREER

  • At USDA, Lowell also held the position of Director of Legislative and Intergovernmental Affairs for the Research, Education & Economics Mission Area.

  • He worked across all USA agencies to coordinate legislative policy and functioned as a primary contact between the Department and Congress.

  • Prior to joining USDA, Lowell was Senior Associate for Meyers and Associates, a Washington based government relations firm. 

  • He was Assistant Legislative Director for AESOP Enterprises, an agriculture focused government relations firm in Washington.

  • He assumed leadership roles on behalf of FASS with coalitions and other organizations in Washington, including serving on Boards of Directors and chairing task forces.
